Caroline Mancel

Caroline Mancel holds three master’s degrees: one in Translation (Ghent, Belgium), one in Public Management (Brussels, Belgium) and one in European Studies (Exeter, UK).

Caroline has more than 20 years of experience within the Brussels-Capital Region. She started her career at the International Relations Department of the Brussels-Capital Region, where she was Head of the Multilateral Relations Unit for 8 years (1999-2008). From 2009 until 2011, Caroline was Deputy Delegate a.i. (Competitiveness and EPSCO Council) at the Permanent Representation of Belgium to the EU (Delegation of the Brussels-Capital Region).

During the Belgian EU Presidency (2010), her primary mission was to prepare and coordinate the activities of the Belgian EU Presidency in the field of Research (Competitiveness Council). After that, Caroline was the Advisor for Research and Innovation for the Minister for Research of the Brussels-Capital Region, Benoît Cerexhe - Céline Fremault (2011-2014). In 2014, Caroline joined Actiris, the Brussels Public Employment Service, as Director of the Employers Department.

Caroline was appointed as Deputy Director-General of Actiris in March 2016. As of 1st July 2023, Caroline Mancel has become Chair of the PES Network.
