Introduction of Hungary's Individual Learning Account (HUN-ILA)
Hungary is developing the Individual Learning Account (HUN-ILA) to create a demand-driven, outcome-regulated adult education and training system. Announced by Balázs Hankó, State Secretary for Innovation and Higher Education, HUN-ILA aims to support professional advancement through job-related courses.
The project, running from January 2023 to May 2024, included a six-phase implementation plan: situation analysis, feasibility studies, and a detailed action plan for nationwide introduction. Consultations were held with relevant ministries, social partners, and international experts from countries like Germany, France, and the Netherlands, where the ILA model has been implemented.
As part of the European Pillar of Social Rights Action Plan, the goal is to increase training participation to 60% by 2030. HUN-ILA aims to support this by offering discounted loans for job-related courses and expanding short, industry-focused skill development courses.
The joint closing event for the HUN-ILA project and the European Year of Skills 2023 in Hungary took place on May 14, 2024.
