David leads IBM’s global public policy agenda in workforce, skills, and sustainability and is based in Washington DC.  His priorities include upskilling and reskilling for the future of work and AI and increasing pathways to technology jobs.  He engages on these issues with government leaders and in multilateral venues such as the G7, OECD, APEC, and ASEAN. David has held executive roles for IBM in the U.S., Japan, China, Italy, and Australia.

He is Vice Chair of Business at OECD’s Employment, Labor and Social Affairs Committee and Chair of the US Council for International Business Corporate Responsibility and Labor Committee.
