STAFFER Project: Addressing the Skills Gap in the European Rail Sector

The STAFFER project, a ground-breaking initiative co-funded by the Erasmus Plus Programme of the European Union, aims to revolutionise the rail sector by addressing the imminent challenges posed by a retiring workforce, severe skills shortages, and the need for up- and reskilling.

Launched officially on 1 November 2020, the four-year project coordinated by the University of Genoa has made significant progress in its mission to deliver human capital solutions for all levels of the rail value chain. 

As a pivotal player in the transportation sector, the rail industry is bracing itself for a significant turnover in its workforce over the next decade. A considerable portion of the sector's employees is set to retire, presenting a dual challenge of a diminishing workforce and an escalating demand for skilled professionals. Recognising this critical juncture, the STAFFER project emerges as a timely and comprehensive response to ensure the continued vitality and efficiency of the European rail sector. 

During its three-year journey, STAFFER has made significant progress through various work packages, among them: 

  • Skills Identification: The project systematically identified the skills crucial for the rail sector, laying the foundation for targeted interventions. 

  • Operational Needs Assessment: STAFFER conducted a comprehensive assessment of the operational requirements within the rail sector, ensuring alignment with industry demands. The project identified and targeted skills required from suppliers, fostering cooperation between different sectors of the industry. 

  • Trainings Development: STAFFER has been instrumental in developing tailored training programmes to address the identified skills gaps, ensuring relevance and effectiveness with a focus on practical outcomes.  

  • Increased Employability: The project has implemented initiatives to enhance the employability of individuals within the rail sector, creating a skilled and adaptable workforce.

The success of STAFFER is rooted in its collaborative approach. The project boasts a diverse consortium comprising 32 partners, including key businesses, trade unions, educational and vocational training stakeholders, and public authorities. This strategic alliance ensures a holistic and well-rounded perspective, aligning the project with the diverse needs and challenges faced by the European rail industry.
