Second edition of a one-year mutual learning programme on the individual learning accounts started

It aims to build up knowledge and cooperation needed for undertaking next steps towards implementation in each participating country.

The first edition was held in 2023 with a first set of countries - Bulgaria, Croatia, France, Italy, Poland, Romania and Hungary in an observer role.

The 2024 edition participants are Cyprus, Greece, Latvia, Lithuania, Slovakia, Malta as well as Germany and the Netherlands as observers. 

Each delegation is led by representatives of Education and/or Employment ministries and composed of other key stakeholders such as adult learning providers, public employment services, social partners and European Social Funds managing authorities and supported by an independent country expert.

During the mutual learning programme key topics such as practical steps towards the individual learning accounts, governance, quality and relevance of the courses, financing as well as the enabling framework are being discussed. 

The three workshops are complemented by work at national level. Their main objective is to build capacity, know-how and commitment to implement the Council Recommendation on individual learning accounts at the national level.

The Recommendation outlines how Member States can combine financial and non-financial support in an effective way to empower all adults to develop their skills throughout working life.
